2. Project Objectives
- Conduct a comprehensive organizational culture assessment using the Denison Organizational Culture Survey and the Competing Values Framework to establish a clear, data-driven baseline of OIA's current culture.
- Identify cultural strengths that can be leveraged and gaps that need to be addressed to support OIA's strategic objectives and organizational effectiveness.
- Develop a practical, time-bound culture transformation action plan with clear ownership, measurable targets, and a governance structure for implementation.
- Build internal understanding and buy-in for culture change by engaging leaders and employees throughout the assessment process through interviews, focus groups, and transparent communication.
- Establish a measurement framework and reporting cadence that enables OIA to monitor culture health on an ongoing basis beyond the initial assessment project.
3. Scope
In Scope
- Denison Organizational Culture Survey deployment and analysis for all OIA employees
- Competing Values Framework (CVF) assessment
- One-on-one interviews with senior leaders (8 to 12 interviews)
- Focus groups with employees across departments (4 to 6 groups)
- Review of relevant organizational documents (strategy, policies, past surveys)
- Comprehensive findings and analysis report
- Culture transformation action plan with 11 initiatives
- Implementation roadmap (24-month horizon)
- KPI framework and measurement calendar
- Executive alignment workshop
- Bilingual delivery (English and Arabic) where required
Out of Scope
- Implementation of the culture transformation initiatives (action plan provides the blueprint, implementation is OIA's responsibility)
- Individual employee coaching or counseling
- Organizational restructuring or job redesign
- Compensation and benefits benchmarking
- IT systems implementation
- Recruitment or talent acquisition activities

8. Assumptions and Constraints
Assumptions
- OIA will provide timely access to internal documents, employee lists, and organizational information needed for the assessment.
- Senior leaders and selected employees will be available for interviews and focus groups as scheduled.
- The CEO will provide a visible endorsement of the assessment to encourage employee participation.
- The survey platform and supporting technology will be available and functional throughout the data collection phase.
- Feedback on deliverables will be provided within 5 business days of submission.
Constraints
- Project duration is fixed at 24 weeks. Extensions require formal change control.
- Survey anonymity must be maintained to ensure honest responses. No individual-level data will be shared.
- Deliverables will be in English, with Arabic translations provided for employee-facing communications and the survey instrument.
- On-site activities require advance coordination with OIA facilities and security.
